Consultant recommends full roof replacement for middle school; district to bid in fall

"Our roofs are going to be 30 year no dollar limit warranty roofs, both the labor and the materials," Garland representative Chris Vanek said while reviewing system options, inspection protocols and on‑site supervision during installation. He told the board Garland provides design, project management and a single long‑term warranty contact to reduce future liability and to ensure the district has active on-site oversight during installation.
Presenters showed photos of existing failures at the middle school, explained how poor drainage and membrane shrinkage lead to repeated leaks, and described alternatives including ballasted EPDM (lower up-front cost but shorter service life) and a multilayer system Garland recommended for a 40‑year life expectancy. Garland outlined a procurement and schedule plan: design and bidding in September–October, mandatory pre-bid meeting, and construction May–August 2027 with final punch lists and warranty handover in late summer 2027.
Board members raised questions about local workforce participation, union labor, the district’s Fund46 balance and phasing to minimize disruption to students. Garland said weekly or more frequent on-site inspections would be part of the contract and that training/certification and a mandatory pre-bid meeting would help ensure qualified contractors. The Committee will consider staff’s budget recommendation and return a final contract recommendation to the full board for approval.
