Council agreed to create a steering committee to develop a merit‑based pay program, involving council members, department heads and selected employees. Staff will draft an agenda for the first steering meeting and pull department heads together to provide feedback and help shape evaluation criteria.
Separately, staff reported on testing of a new timecard/payroll system intended to replace the prior G Works setup. During testing, manual processing has required significant staff time; staff estimated that manual payroll processing currently takes about eight hours in one week and additional hours to reconcile timecards. One staff member noted, “it probably takes Jody at least 2 to 2.5 hours to manually calculate the time cards,” underscoring the administrative burden during the transition.
Council directed staff to begin the merit committee process and to continue testing the payroll system, with more supervisor instructions and additional tests planned to reduce manual work before full implementation.
