Commission rejects proposals for Library Renovation Project Phase 2 (RFP 2024006)

City staff informed the commission that the solicitation for the Library Renovation Project Phase 2 (RFP 2024006) drew proposals from Con Builders and Florida Plumb Construction but that the selection committee found both submissions inadequate. Staff cited missing warranty information, alterations to a contractor's proposal form and the inadvertent removal of a 7.5-ton air-conditioning unit from the mechanical schedule during revisions as grounds for rejection.
"The committee determined that the proposals received were inadequate and lacking warranty information, and there were alterations to one of the contractor's proposal forms," staff said. "In addition, the 7.5 ton air conditioning unit was inadvertently removed from the mechanical schedule during one of the plan revisions." On that basis staff requested that the commission reject the proposals received; the commission voted 5-0 to reject the submissions and directed staff to either re-advertise the RFP or correct the procurement documents as appropriate.
Staff indicated they would advise on next steps for re-bidding or corrective procurement steps to ensure a compliant competition and that necessary mechanical equipment is included in future proposals.
