Fort Bragg Fire Chief Steve Orsi told the Planning Commission the department erected the training tower believing it did not require a use permit, said that was an error and that the department has since worked to regularize the structure.
Orsi described training operations: the burn rooms allow live fires for short training sessions, the department burns non‑treated, non‑painted wood and disposes of remnants at the dump rather than leaving unburned debris on site. "We do burn about 12 times a year," he said. He added the tower sits on a concrete slab with a metal bottom to prevent direct contact between burn debris and soil.
