Camp Verde council votes to enter executive session on water rights and personnel matters

The Camp Verde Town Council met in a special public session on July 15, 2026, at 5:00 p.m. and voted 6-0 to enter executive session to receive legal advice on three agenda items: updates on town water resources, the Equestrian Estates water-rights transfer, and a separation agreement with the Town Manager. Councilor Robert Foreman moved to go into executive session at 5:04 p.m.; Vice Mayor Wendy Escoffier seconded the motion, which carried on a roll-call vote with Councilor Jessie Murdock recorded as absent at the time of the vote.
The executive sessions were authorized under Arizona Revised Statutes § 38-431.03(A)(3) for legal advice and § 38-431.03(A)(4) for discussion of the council's position on personnel matters where applicable. Town Water Attorney Steve Wene, Town Attorney Jon Paladini and other staff were listed as resources for the closed sessions. Because the matters were discussed in executive session, the public minutes do not record the substance of legal advice or the council’s deliberations in those closed portions.
Mayor Marie Moore reconvened the public session at 6:03 p.m. and immediately adjourned the meeting. The minutes are certified by Town Clerk Leah Rhodes.
