Camp Verde council pulls Personnel Manual change after public opposition, asks for more details

Mayor Marie Moore opened the meeting and the Council removed proposed revisions to the Town's Personnel Manual from the consent agenda after public concern.
Residents Shannon Rhoda and Charlotte Salsman spoke in opposition to a proposed amendment that would transfer authority to dissolve Town positions from the Council to the Town Manager. Mayor Moore said she wanted the Personnel Manual to "return as a regular agenda item for further discussion" so Council members could examine the proposed change in more detail. Town Manager Miranda Fisher and Town Attorney Trish Stuhan answered Council questions during the discussion, and Human Resources Director Julia Kaiser also responded to queries about exit surveys and classification.
Vice Mayor Wendy Escoffier asked that, when the Personnel Manual returns, staff clarify which positions are considered Title 9 employees. Councilor Patricia Seybold asked whether the Town holds similar facility-use agreements with other organizations; Town Manager Fisher said the Town does not currently have those agreements but could if needed. No formal action was taken on the Personnel Manual at the July 1 meeting; the item will return for full Council consideration.
