Board debates measurable targets for instruction; staff recommends 3–5% annual growth

Board members pressed on the growth ranges and how goals will be displayed to the public. One member asked whether the targets should separate math and ELA or report a combined increase, and another suggested higher ranges for some measures. Speaker 1 framed the proposal as a stretch goal: "Our next 1, grades 8, 9, 10 PSAT, math and ELA proficiency will increase 3 to 5 percentage points annually." The board asked staff to return with language that distinguishes public-facing high-level targets from more granular, grade-level KPIs reported internally.
The board did not vote on the priorities at the work session. Staff and consultants will revise the wording of Priority 1 and the associated aims so the board can vote on a refined draft at a future meeting.
