Borough Counsel Jarrid Kantor introduced Ordinance O-9-2026 on June 23, 2026, saying the measure would clarify locations designated for Borough government expression and reduce litigation risk by distinguishing government speech from public forums.
Resident Doreen Custode asked whether the proposal could allow viewpoint discrimination. Kantor responded that the draft is intended as a risk-management tool to prevent private displays on Borough-owned property and that Council added language to include future acquired properties in the ordinance exhibit. The ordinance was introduced unanimously and will be the subject of a public hearing on July 21.
