Neighbors raise noise and light concerns as board approves Grand Subaru PUD amendment

Staff and the Community Development Commission recommended approval with conditions after receiving objections from adjacent property owners about noise from repair bays, the recently added car wash, car‑retrieval alarms in the parking lot and outdoor lighting. The CDC required a noise mitigation plan and specified that service bay doors must remain closed during operations except for car movements. "We asked the business to provide a noise mitigation plan, to address that as well as other, sources of noise on the property," a staff presenter said during the discussion.
A resident who addressed the board during public comment provided photos and maps, saying the property's 2020 configuration included "about 50 foot buffer of greenery between the end of their parking lot, the C 2 zone, and the residential area," and showed newer parking and a car wash that brought operations closer to neighboring homes. The board voted to accept the CDC's findings and approved the PUD amendment by roll call; the motion carried unanimously (6–0).
