Chesney described the active transportation plan as the document governing bicycle and pedestrian trails for daily commuting, distinguishing those from purely recreational trails: "The active transportation plan... governs bicycle pedestrian activity on trails that are used for... your daily commute as opposed to a truly recreational trail," he said. He added that transit‑oriented development and multimodal services are part of the plan's goals to reduce greenhouse gas emissions and vehicle trips.
