Zoning board approves manufactured home at 5475 Leslie Drive with brick skirting

The Winston-Salem Zoning Board of Adjustment unanimously approved a special-use permit on March 5 permitting a Class A manufactured home at 5475 Leslie Drive, subject to a condition that the unit be finished with brick skirting.
Rory Howard, project planner for the city, told the board the site plan shows the proposed manufactured home meets RS9 setbacks — 40 feet from the front, 14 feet from the left side, 10 feet from the right side and 132 feet from the rear — and otherwise complies with Unified Development Ordinances requirements and guidance in Forward 2045 and the North Suburban Area Plan Update. Staff recommended approval. "The proposed Manufactured Home, Class A is shown on the site plan exceeding all setbacks for the RS9 zoning district," Howard said in his presentation.
At the public hearing the applicant's representative, Frank Williams, and owner Christopher William Torres testified in support of the proposal and answered board questions about placement and construction. Neighbor Zachary Long spoke in opposition, "citing concerns regarding an overconcentration of housing in the surrounding area and stating that the proposed placement could negatively impact nearby property values," and submitted emails from other neighbors into the record. Williams responded to questions and described applicable construction and permitting processes.
Following deliberation, the board approved Special Use Permit Z2500792 by motion of Mr. Forrest, seconded by Ms. Smith. The vote was recorded as 6–0. The approval includes the condition that the manufactured home have brick skirting; staff noted additional building-permit requirements will be enforced at the time of permitting.
The decision allows the owner to proceed with permitting and construction subject to compliance with UDO standards and the brick-skirting condition.
