East Orange Water Commission omnibus vote clears $1.27 million in bills, payrolls and temporary budget

The East Orange Water Commission voted unanimously on March 17 to omnibus Resolutions 13A–13G and 13I–13J, approving recurring bills, operating obligations and payrolls and authorizing a temporary April budget.
The omnibus motion, made by Commissioner Fatimah McConnell and seconded by Commissioner Sherkera Lucas, carried with no recorded dissents. The resolutions approved included ratifying February 2026 recurring monthly bills in the amount of $237,121.09; approval and payment of operating bills totaling $1,031,647.98; ratification of February 2026 payrolls totaling $618,303.74; payment of capital invoices for $3,055.00; and authorization of an April 2026 temporary budget of $2,398,026.95.
The omnibus also authorized re-advertisement for the Phase 2 Lead Service Line Replacement and included a contract award through the Educational Services Commission cooperative for plumbing services to William J. Guarding, Inc., in an amount not to exceed $100,000. A settlement of a billing dispute with Ellington Street Realty, LLC and a license/hold-harmless agreement with the Kiwanis Club of Livingston for use of EOBWC property were also approved as part of the package.
Separately, Resolution 13H — to prepare bid specifications and solicit sealed bids for on-call emergency water and sewer repairs — was tabled on a motion by Commissioner McConnell, seconded by Commissioner Lucas; that motion also carried unanimously. The meeting minutes record that formal votes were taken and all motions noted above carried on the call for the Board to vote.
