City planning design for Glen Parkway railroad overpass using TIF funds and grant pursuit

City Engineer Jonathan Owen told the committee the city has been collecting TIF revenues for the Glen Parkway area and has accumulated a fund balance he cited as roughly $13,000,000 (he noted that figure may include future contributions). Owen said staff want to start design and right‑of‑way acquisition now so the city can apply for expiring state and federal grants targeted at removing at‑grade railroad crossings.
"There's a nice fund balance that we've been accumulating... $13,000,000 I might have embellished that a little bit," Owen said. He added the city has submitted a preliminary application to the state and will position itself for a grant application next year; construction could occur in 2030 if federal and state monies become available.
Owen said that even if grant funding is not forthcoming, future development activity could provide the resources to build the overpass, but pursuing grants would reduce the local funding burden and speed implementation.
