City Engineer Jonathan Owen told the Finance Committee that staff will pursue a CDBG Neighborhood Revitalization Grant to bundle multiple infrastructure needs on and near Columbus Avenue. The proposed package includes water‑main replacements on several north‑south streets, drainage improvements, a restroom replacement at Blue Limestone Park and shared‑use path connections to improve connectivity to adjacent neighborhoods.
"We're really combining several different components of infrastructure needs into 1 project, leveraging that grant money," Owen said, describing a bid to access up to $750,000 through the CDBG program. Owen said the city submitted previously and was not selected but plans to reapply next spring; if awarded, the city would advance design next year and potentially construct in 2028.
Owen said the project will leverage utilities’ previously identified needs (two streets required water‑main replacement) and drainage remediation work to create a competitive application that combines multiple components of infrastructure need.
