Board narrowly rejects initial motion, then unanimously approves revised policy on non-enrolled student participation
Summary
After a 4–3 roll-call defeat of an initial proposal to allow non-enrolled students to participate, the Trinity ISD board voted unanimously to adopt revisions to policies FM (Local) and FD (Local) governing participation in curricular and extracurricular activities.
The Trinity Independent School District Board of Trustees debated whether students not enrolled in the district should be permitted to participate in curricular and extracurricular activities. On July 28, 2025, Elizabeth King moved and Ricky Hortman seconded a motion to allow non-enrolled student participation; the roll-call recorded King, Hortman and Dorothy Franklin voting in favor and John Smith, Monty Huffman, Kevin Searcy and Judy Bishop voting against (3–4).
Shortly after that vote, the board considered a separate motion to revise the district’s written policy language. Judy Bishop moved and John Smith seconded revisions to FM (Local) and FD (Local), described in the minutes as addressing non-enrolled student participation; the record states that President Searcy called for discussion and that the motion "carried unanimously." The revised policy language passed on that subsequent motion, according to the minutes.
