Councilman Bray introduced Ordinance O-26-13 to authorize the Borough of West Long Branch to exceed the Local Government Cap Law limits and establish a cap bank. The ordinance text, as read by title, says a 3.5% increase "amounting to $397,254.62" is advisable for CY 2026 and that $170,251.98 represents the amount in excess of the typical 2.0% increase permitted without ordinance.
Bray moved to introduce the ordinance and to set a public hearing for April 22, 2026 at 6:30 PM; the motion carried by roll call. The ordinance enables the borough to reserve any unused exception amount as an exception to final appropriation in the following two years per N.J.S.A. 40A:4-45.15a.
