The presentation said the proposed CIP shows about $29 million in expenditures with approximately $25 million in funding identified, leaving a gap that staff expects to close in part through competitive grant applications.
Staff described core priorities—roads and paving programs, traffic signals, public safety and public‑works vehicles—and emphasized the municipality’s pay‑as‑you‑go approach with no new debt planned. Officials said they aim to have at least 20% in reserves by Jan. 1, 2032 and suggested the ordinance adopting the CIP should be approved by the end of September or next week if possible.
Council discussed tighter budgets and economic development prospects to increase revenue; staff noted pending grants and recent awards that support parks and other projects. The council did not adopt the CIP at this meeting but agreed to review the draft for action at a future agenda.
