DRC sends Legacy Homes headquarters site plan back for revisions over missing seals, drainage and utility details

Representatives Nicholas Burden and Camilo Lopez of Legacy Homes FL LLC presented a minor site plan for a proposed Legacy Homes headquarters at 34 Story Road West. City staff found the submitted plan incomplete and asked the applicant to provide additional documentation and revisions before staff review could be completed.
Staff said the plan must be signed and sealed per state and city requirements; drainage and grading details (or an email from St. Johns River Water Management documenting an exemption) are needed to confirm ADA and stormwater compliance. The site must be served by the City’s potable water, sanitary sewer and reclaimed water; impact fees are required and must be paid prior to issuance of building permits and City execution of FDEP permit applications. City staff noted a separate irrigation meter is required if irrigation is proposed. Staff also clarified that dumpsters must be enclosed with a 12-foot minimum internal clearance for solid waste vehicle access; for office uses, staff said standard office trash bins may be accepted in lieu of a dumpster. Streetlighting is required on all frontages per City Code; dark-skies fixtures or photometric plans are expected unless wall packs are used in which case cut sheets must be submitted.
Planning asked for elevations of all four sides of the building (only the front/north elevation was submitted). City Engineer Jim Monahan moved to have the applicant revise and resubmit the Minor Site Plan for staff review only; Building Official Skip Nemecek seconded and the motion carried unanimously 5-0.
