Committee members pressed the presenter for specifics on panel height, tilt, glare and potential safety implications for drivers and farm equipment. The presenter said bottom edge clearance typically ranges from about 5 to 7 feet and up to 8–10 feet depending on tilt and design; the group agreed that glare studies should evaluate multiple reference heights and times of day, and that the village should use the technical term "glare" consistent with FAA practice near airports.
The Chair noted that some community roads have farm equipment and tall vehicles, and asked that glare studies include varied reference heights rather than a single standard. The presenter described mitigation strategies—vegetation buffers, altered panel tilt, and fencing/screening—used when studies identify reflection or glare concerns.
"I would recommend using the term glare because, for example, the FAA has a regulation that says...it's a term of art," the Chair said, urging consistency between local requirements and aviation safety standards.
The committee asked for the glare study and the noise study to be submitted with the application and for mitigation plans keyed to any identified impacts.
