Joe Russell and other staff described downward revisions to vehicle-license-fee forecasts totaling about $5.5 million across three years and explained early underperformance from a new crop of school-zone cameras. Russell said the city installed a new set of school-zone cameras that doubled the program and that planned 24-hour speed cameras are expected to add roughly $9 million in revenue in 2027 once activated, though early citation volumes have underperformed.
