Planning commission approves dust-collection system for ProCast amid past chromium violations

The Paramount Planning Commission voted to approve Conditional Use Permit 1002 and Resolution PC26022 to allow ProCast Industries to install and operate a Donaldson-brand baghouse and associated exhaust for its precision metal casting operations at 15555 Minnesota Ave.
Staff told commissioners the business has been at the site since 2010 and was one of two operations linked to slightly elevated hexavalent chromium readings during an AQMD investigation. "Notice of violations were issued in October by South Coast Air Quality Management District, and the city followed later in that month with our own notice of violation," staff said, adding that ProCast has been cooperative and that the AQMD issued a permit to construct in June. Staff recommended approval subject to 45 conditions, including compliance with AQMD rules for permitting, sampling, visible emissions and nuisance control.
Sylvia Romero, who identified herself as a ProCast employee, told the commission the company completed roughly 90% of corrective actions within 30 days of receiving NOVs, has implemented housekeeping and process changes, has the dust-collection equipment on-site and is waiting for the city's plan-review approval to proceed. The commission then adopted the resolution by roll call.
