Residents urge North Riverside to act after sewage seepage; some say village owes assistance

Several homeowners said prior permits and appraisal records showed connections to what residents believed was a public system; others offered to provide deeds and original house plans that reference rear sewers. Vera Wilt, who said she owned 8014 since 1983 and recently transferred title to her daughter, told officials she found covenants in Torrance filings referencing perpetual rights for roadway and water transmission use and said she would share those documents.
Residents also pressed the village on equity and compensation. One homeowner asked why owners would be expected to "dedicate" land rather than be offered compensation if the village intends to install a public sewer on front lots. Administrator Scarpinetti and counsel said staff wants to help but that, in their legal view, the village needs recorded rights before it can perform large‑scale work on private land; staff asked residents to submit any historical documents they possess.
