North Caldwell’s mayor and council spent the June 30 special meeting reviewing capital requests that council members said they intend to fund at an approximate combined cost of $5.17 million, while directing staff to prepare a per-household cost estimate.
Mayor Joshua H. Raymond opened the meeting and framed the financing issue, noting that any emergency appropriation for a bond down payment would affect taxpayers immediately. “Tax increases are kept to a minimum while still paying down debt and enhancing services for residents,” Raymond said. Council members agreed to proceed with the requests as discussed but did not record a formal vote on final appropriations at the meeting.
The council asked CFO Rich Mondelli to produce an estimated cost per household for the capital package to inform future bond-ordinance or budget decisions. Administrator Glenn Domenick told the council that price increases had affected some requests since the prior meeting, which contributed to the total discussed. The council’s agreement was procedural and advisory at this stage; any final funding would require the formal ordinance and appropriations process.
