Commission adopts Comprehensive Plan amendments to enable mixed-use and TIF-driven reinvestment along Golf and Algonquin corridors

Deputy Director Jordan Ellena and Assistant City Manager/Community Development Director Glen Cole presented a package of Comprehensive Plan amendments that update Subarea and Future Land Use maps for Golf Road and Algonquin Road corridors, add Subarea 3.5 (the Golf/Algonquin gateway), and align future land use designations with two proposed Tax Increment Financing (TIF) districts. Staff explained these are policy updates (they do not immediately change zoning) intended to reposition underutilized office properties and support reinvestment in aging commercial and condominium structures.
Ellena emphasized transportation and design goals and public engagement: staff recommended mixed-use designations for parcels within the proposed Algonquin/Keystone and Algonquin/Orchard TIFs to "ensure maximum flexibility, which may include residential and commercial redevelopment," and called for bicycle and pedestrian investments and gateway improvements. The Commission voted unanimously to adopt the amendments, including changing 3315 Algonquin Road and 1600 Golf Road to mixed use, with a motion by Commissioner Gercken and second by Commissioner Ferstein (6–0).
