Resident asks Commission for guidance on accessory dwelling unit; staff says ADUs not currently allowed

Dawn Nguyen, who addressed the Planning and Zoning Commission during public comment, said she and her fiancé are "considering an addition to her parents' home to create a separate living space so that her parents can age in place while the family lives together." Ms. Nguyen said the space would not be rented and she did not expect additional traffic or noise, and she asked staff for guidance on design limits and next steps to remain compliant with the City's development standards.
Chairman Buckingham and staff advised Ms. Nguyen that the City does not currently permit accessory dwelling units (ADUs) and that work that includes a separate living area (for example, a second kitchen or separate entrance) is typically rejected under current practice. Assistant City Manager and Community Development Director Glen Cole said such a change would require amendment of the Zoning Code and that, historically, Rolling Meadows and many nearby municipalities have been cautious about authorizing ADUs. Planner/Management Analyst Robert Savage noted the City has received roughly "on the order of ten to fifteen inquiries about ADUs," indicating modest but persistent interest.
