Wastewater expansion on track; staff warns proposed arts district could use half of plant capacity

Staff told the commission Phase 1 of the wastewater treatment plant expansion is on schedule for commissioning around mid‑September with activation likely in October. “All the work is under schedule and we're just about probably by mid September, we're pretty much gonna be in into the commissioning stage where we're going to start looking at things to activate the plan during the October timeframe as scheduled,” the staff member said.
When commissioners asked whether a proposed arts district (referred to in discussion as the Velocity project) would seek Gardner City services, staff said the city has elected not to provide services to that facility at this time because of its scale; staff noted the Velocity project alone would use about 0.5 (half) of the wastewater treatment plant's capacity once Phase 2 is online, which would materially affect capacity available for other development.
