The Shabbona Village Board approved a resolution asking the Illinois Department of Transportation for permission to hold the July 4 parade on Route 30 and separately approved a festival budget request with a not-to-exceed cap of $5,000. The clerk explained the parade resolution requires IDOT approval and a certificate of liability insurance naming IDOT as a certificate holder.
Trustees then considered two donation resolutions: a proposed $250 donation to the community chest failed on a 3–2 vote, but a $500 donation to the chamber fireworks passed on a 4–1 vote. Trustees who opposed the donations said they preferred voluntary personal donations rather than spending taxpayer money; others defended supporting local events to keep festival costs manageable. "We're talking about donating $750" (combined discussion), one trustee said, while another said they planned a personal donation in lieu of a taxpayer-funded gift. The board also discussed parade logistics, sheriff coverage and barricade/insurance arrangements necessary for IDOT approval.
