Staff and the Wallace consultant highlighted secondary technical issues that materially affect cost and feasibility: equalization tanks (storage to manage flow to the receiving city), dewatering depth and costs for deeper gravity pipelines, bridge-hang versus creek-bore construction methods and easement acquisition.
