Los Olivos board directs manager to return a gravity-collection project description and seek county funding terms

The Los Olivos Community Services District board on July 10 directed the general manager to bring back a revised project description that specifies a gravity-fed collection system for consideration at the district's July meeting, and asked staff to present the county’s proposed funding package for formal review.
Staff described two design scenarios developed by Wallace Group — a gravity-collection approach with pumped conveyance and a STEP (septic tank effluent pumping) approach. General Manager Guy Savage said the county has indicated it could provide up to $1,000,000 to get the district through more detailed design: a $250,000 grant and a $750,000 low- or no-interest loan. Savage told the board the loan-term sheet and repayment details remained to be negotiated and would be returned for board approval in July.
Board members split on timing and details but voted to place the gravity-focused project description and the county funding terms on the July agenda. One board member who supported moving forward said the community’s workshop feedback favored gravity as a “flush-and-forget-it” solution; other members said more technical certainty on equalization tanks, bridge hang approvals and dewatering estimates is needed before final selection. The board also directed staff to continue noninvasive work (septic-tank locating and potholing) with Wallace Group to refine depths and easement needs.
"We have time to do testing," a director told the room, urging that technical questions be resolved before a final vote. The motion to return the gravity option was carried in a roll-call; directors recorded as voting Aye included Director Palmer, Director Parks and Director Kennedy (others were absent or did not record a vote during that roll call).
