Town to seek DOT 'UNO' lease for Rock Cut site to speed park opening

Kevin (park liaison, Speaker 9) told the board that New York State Department of Transportation owns the Rock Cut parcel and that town staff discussed two mechanisms with DOT: a UNO permit (a lease permitting town use while DOT retains ownership) or a surplus permit (a transfer of ownership). "We as a town... are gonna pursue the UNO," Kevin said, describing the UNO as faster and leaving ownership with DOT while giving the town full use and management of the site.
Kevin said DOT staff were supportive and the town hopes that, once a site plan is submitted, work on the park could move quickly — "maybe by the end of the year, maybe by next year." The parks report indicated the town will coordinate a site walk and follow-up discussions with DOT and local stakeholders to prepare the site plan and seek necessary approvals.
