Aaron Ardmore, administrative hearing officer for the Provo Planning Commission, approved a project-plan application on Aug. 5, 2026 to demolish and rebuild a seminary in the Edgemont neighborhood. The agenda item was read into the record as a request by Spencer Mitchell for project-plan approval at 850 East (meeting materials list the address as 850 East 3650 North; a later reference in the hearing cited 3615 North). "I approve the, project plan approval for the demolition and rebuild of a seminary building in the zone located at 850 East 3615 North Edgemont neighborhood," Ardmore said when announcing his decision on behalf of the planning commission.
Staff presentation described the replacement building as slightly larger than the former structure, with seven classrooms expected to hold about 25 students each, a central administrative area, and renderings showing roof peaks of roughly 28 feet and a primary structure height near 19 feet. Scott Johnson, the staff presenter, said the landscaping plan provides more than the code-required minimum, showing over 50 trees where the code requires 15. The hearing officer found the application compliant with city code and closed the meeting; the applicant was not present during the hearing.
