Council approves $33,700 contract for new sign software and hardware over one dissent

The Borough Council voted May 19 to award a $33,700 contract to URW America for a signage system that includes design-system software, computer hardware, a three-year manufacturer's parts-and-labor warranty and technical support.
Manager Brian Bond said the resolution authorizes the purchase under an exemption to public bidding and tied the action to an existing capital ordinance that establishes the project amount. Councilwoman Gorshkov asked why the need for software and training was not itemized in the contract documents and why the item was being voted on again; she recorded the lone no vote. "This resolution is to award the contract," Bond said, and the council approved the award 5–1 with Gorshkov opposed.
The resolution cites applicable procurement authority (N.J.A.C. 5:34-9.1 and N.J.S.A. 40A:11-13) for a proprietary purchase exemption. The minutes record that funds will be certified by the CFO and that the purchasing agent will issue the purchase order in the amount of $33,700.
