District staff review student conduct, bullying and discrimination policies and urge clearer reporting path

General Counsel Doug Larson and Paralegal Joe Cramer presented the district’s approach to student conduct, discipline and anti-discrimination policy at the District Community Council meeting on Jan. 28. Larson explained the Law and Policy Committee solicits feedback from the Granite community, the governor, legislators, courts and the Utah State Board of Education and then drafts policies for board consideration.
"When there is a concern, generally you should start at the school level to be addressed," Larson told the council, describing the district’s preference that issues be raised first with school administrators and then escalated to Tier 2 intervention when warranted. He and Cramer emphasized that parent communication is provided to parents of all students involved when applicable and that school administrators and teachers are trained to know when escalation is needed.
Presenters encouraged easier access to reporting: staff noted an online form routes concerns to the district office and suggested posting a poster (possibly with a QR code) in offices so parents know how to file district-level concerns. A teacher in attendance said teachers enter conduct entries into the "Educators Handbook," which are available to administrators. The presenters said the Law and Policy Committee will take SCC feedback for consideration and that the committee seeks to align practices, procedures and accountability with policy goals such as inclusion and student safety.
The presentation summarized relevant policy references displayed to the group (VIII.B.12 Student Code of Conduct and Discipline of Students; V.C.1 Prohibition on Discrimination and Harassment; VIII.B.9 Bullying, Cyberbullying, Hazing, Retaliation) and described MTSS (Multi-Tiered Systems of Support) as the framework for escalating interventions. Staff encouraged parents who feel an issue was not addressed at the school level to complete the district form to provide more information for district review. The district also announced its next District Community Council meeting on March 11 at 6:00 p.m. at Bonneville Junior High.
