City manager: charter amendment to prohibit data centers submitted; council hires planners and acoustics consultants

City Manager Daryl P. Hennessy told council on Aug. 5 that the ordinance authorizing the city clerk to certify a proposed charter amendment prohibiting data centers has been filed with the Delaware County Board of Elections and that staff has followed up with the prosecutor's office. "The ordinance authorizing the city clerk to certify the proposed amendment ... has been submitted to the board of elections," Hennessy said, adding the city submitted the materials on July 21.
Hennessy announced a special council meeting on data centers for Aug. 27 at 6:30 p.m. to hear experts on land use, zoning best practices and the economic-development impacts of the proposed project. "We will be doing our 2nd special city council meeting on data centers at the end of this month, August 27, 06:30," he said.
Separately, the council approved two consulting contracts to support the city's data-center review. The council voted 7–0 to hire MKSK for land-use, zoning and screening recommendations and to hire HGC Noise, Vibration & Acoustics to examine low-frequency noise and mitigation strategies; both contracts were described as independent reviews that the city has not previously used.
Council members said they expect the consultants to present recommendations in coming months and to support any zoning-code revisions necessary to respond to resident concerns and technical constraints.
