Council debates reintroducing building-code noise and air mitigations for airport impacts

Council members debated whether to pursue building-code changes to offset airport impacts. Council member Nutting (speaker 10) described his own experience when the prior codes were in force: higher material costs and building expenses that discouraged some development. “So I'm I actually did a large scale remodel on my house when these codes were enacted,” he said, describing increased glass and sheathing requirements and higher material costs.
Council member Harris (speaker 5) argued the measures can improve indoor air quality and noise protection and make the city eligible for future FAA or EPA mitigation and funding. Several council members said more study and a consultant’s analysis would be appropriate before elevating the issue to a top-two budget priority. The council did not adopt a code change at this meeting and asked staff to return with more information if the council wants to pursue a code update.
