Des Moines presents $217.7 million draft capital plan covering 76 projects

Jeff Friend, the city’s finance director, presented the draft 2027–2032 Capital Improvements Plan and its funding picture. “For the 20 27 20 32 CIP, we have 76 projects, at almost $218,000,000 in the, capital improvements plan,” Friend said, and he stressed the draft nature of the numbers and that the final plan will be released the following week.
Friend broke the plan into secured, unsecured and unidentified funding: roughly $161.0 million in secured funding, about $44.0 million in grants pending decision, and just over $12.0 million currently unidentified. He noted fully funded near-term projects tend to be those ready to start, while projects farther out are more often unfunded or partially funded. Notable projects highlighted included Marina dock replacement, Redondo Esplanade improvements and 24th Avenue South Improvements. Friend said the plan groups projects by building/facility, marina capital, municipal capital, surface-water management and transportation and reminded council that the $217.7 million figure is a planning estimate, not cash on hand.
