Downtown director says Main Street requirements drive travel; director has not been reimbursed for five years

Council questioned travel, dues, and contracted services in the Downtown Development budget. Tracy Madigan, Downtown Development Director, explained the Main Street program requires attendance at the annual North Carolina Main Street Conference, the annual directors' meeting, and regional meetings to maintain accreditation. Madigan said she had never submitted travel expenses for reimbursement and had covered those costs out of pocket for about five years.
Madigan also confirmed the department has one employee and that dues and subscriptions listed include Main Street America, North Carolina Main Street, and the North Carolina Downtown Development Association. Finance Director Joey Fuqua said contracted services in that department are intended to cover downtown needs such as flower planting and related upkeep when necessary. Council acknowledged the accreditation requirements but discussed balancing travel and contracted costs within the reduced FY27 budget.
