Henderson council reviews deep FY27 cuts, asks staff to pursue county cost‑sharing

The Henderson City Council on May 28 reviewed the manager’s proposed FY 2027 budget and directed staff to gather more information about shared programs and certain contracted services ahead of final adoption in June. Mayor Melissa Elliott opened the session at 5:00 p.m. and asked councilmembers to begin with department‑level questions.
Finance Director Joey Fuqua told council that several lines were reduced to balance the budget and that the administration aims to limit the use of fund balance. "The FY 27 budget is balanced and manageable," Fuqua said, adding that the proposal includes strict spending controls and that any adjustments discussed by council would be incorporated before adoption. Councilmember Tami Walker pushed for a line‑by‑line review to find further cuts and sought clarification on which positions remain recommended or frozen.
Councilmember Garry Daeke urged a post‑July committee to re‑examine joint city‑county programs such as 911, the library, and parks and recreation, saying the City now pays a disproportionate share and that a multi‑year plan should shift more costs to the County. City Manager Paylor Spruill said staff would begin developing recommendations if council asked for a broader review of positions and interlocal arrangements.
Councilmembers also raised narrower questions about department budgets — from contracted services to travel and utility line items — and requested additional details on airport use, McGregor Hall funding, and cemetery maintenance so any changes could be finalized at the June council meeting.
