Board revises public-institution district rules, asks follow-up on parking for athletic uses

The Village of Hortonville board voted to adopt O-7-26, a rewrite of the public-institution (PI) district code. Administrator Nathan said the largest change is a move from a single off-street parking standard (a fixed number per square footage) to a use-specific requirement — different metrics for churches, libraries, elementary schools and high schools.
Trustees expressed concern that some existing facilities (including Hortonville Elementary and Hortonville Middle School) could be out of compliance under a strict interpretation and that outdoor athletic facilities without an indoor seat-count formula could evade reasonable parking scrutiny. Several members suggested adding a review step or threshold tied to capacity, planned uses or a discretionary review by planning and zoning. Nathan said staff will bring follow-up language to address athletic fields, stadium scenarios and parking review procedures.
The board approved O-7-26 and directed staff to return with proposed amendments or clarifications on parking for outdoor recreation facilities and other use-cases before the rest of the zoning code changes are finalized.
