Community Waste Disposal pitches North Texas operations and household hazardous-waste option to Parker council

Staff introduced the competitive RFP process for solid-waste services and said the city received five proposals; staff recommended Community Waste Disposal as the finalist to be considered for a notice of award and to begin contract negotiations.
Jason Ramer, president of Community Waste Disposal, outlined CWD’s North Texas footprint, investments (2015 CNG-truck fleet and a recent $10 million MRF upgrade), and proposed operational plan for Parker: new 95‑gallon carts (one- or two-cart options), recycling service options, and a monthly bulk/brush collection scheduled on the third full week of each month. On household hazardous waste, Ramer said CWD proposed an optional door-side HHW program priced at "80¢ per home per month," with a mailed collection kit and scheduled pickup.
During Q&A council members raised bulk/brush volume limits (10 cubic yards), consistency of pick-up quality, and whether storm debris cleanup required an emergency declaration; CWD representatives said they can provide storm response without a formal declaration, at agreed hourly rates, and will provide reporting (maps, tonnage, landfill tickets) to support FEMA reimbursement and accountability. Staff said a recommendation and contract authorization would be brought to council at the Aug. 18 meeting.
