An earlier attempt by Kristi Gambs to appoint Mike Lias as Vice President failed for lack of a second; Lias then moved to appoint Noonan as Vice President, seconded by Gibbens. In that vote Noonan abstained and the remaining four members voted aye, and the motion carried. The appointments were recorded during routine new-business motions and are effective immediately.
