Tim Perry criticized staff and the permitting process more broadly, accusing the system of being designed to produce denials and alleging that staff had added costs to the applicant. "This process and the code that backs it up were designed to get to a no," Perry said, adding that he hoped the developer would consider legal action under SB 1487 for added costs. Planning staff responded during the meeting that mid‑process staff changes had lengthened review time but emphasized they had been working with the applicant through resubmittals.
