The Planning and Zoning Commission recommended city council approval of a two‑year time extension for the Village at Saddle Rock Crossing development on Tuesday, Aug. 4. The extension applies to the project approval granted in 2024 for a 100‑key boutique hotel and 46 workforce-housing units at 1259 West State Route 89A; the commission—s recommendation will be considered by council at a public hearing scheduled for Sept. 8.
Alex Hayes, speaking for the applicant and property owner, told commissioners the entitlement required extensive follow-up work after approval. "The applicant developer has expended about $1,500,000 in creating the construction drawings and permit set for this project," Hayes said, and he noted permit sets were submitted in March with first review comments returned in June. Developer team member Hayden Vaney highlighted housing as the project—s primary contribution: "Probably the biggest contribution we are is, is the housing," he said, and described prior community benefits the project offered during entitlement, including a connector road and an endowment to the historical society.
Commissioners questioned whether staff turnaround or applicant revisions drove the delay; staff acknowledged mid‑process staffing changes lengthened review time but said the applicant also needed to revise large permit packages. After public comment and discussion the commission voted to recommend the extension. A commissioner moved to recommend City Council approve case PZ260004TE VillageAtSaddleRockCrossing consistent with LDC section 8.3.h.3.d and subject to conditions in the staff report; the motion was seconded and passed unanimously. Staff advised the public that the extension will be heard by City Council on Sept. 8 and that written comments received in advance of that meeting will be provided to council.
