The Lysander Town Board voted on July 16, 2026 to reject a requested rezoning for property at Oswego Road and Lamson Road submitted by CNY Crops, Plainville LLC. The motion to adopt a local law to rezone the parcel from Agricultural to a General Commercial District failed when all four board members voted no (RES#123/2026).
Resident Liz Schmitt and two written correspondents, Bob Geraci and Margaret O’Mara (letters posted on the Town website), spoke or submitted opposition during the public hearing. Schmitt urged a context-sensitive review and cautioned against prematurely requiring costly engineering plans, saying “requiring detailed engineering and architectural plans prior to a zoning determination can be costly for property owners.” The Town Planning Board recommended against the change and the Onondaga County Planning Board asked for additional site-specific information such as site access and curb cuts.
Supervisor Kevin Rode told the board that Parts 2 and 3 of the State Environmental Quality Review (SEQR) had been completed in work session, but that, without a defined use, the town could not fully evaluate potential environmental impacts and that the proposal was not contemplated by the Town’s Comprehensive Land Use Plan. The board also struck an agenda item relating to an environmental significance determination and noted any revised proposal would return to the planning boards for further review (RES#124/2026).
The rejection leaves the applicant able to return with a clarified development plan; the board indicated it would consider a proposal with defined engineering, access and site-plan details.
