Administration'prepared projections by reviewing current and past caseloads, pending referrals and the number of locations for service provision. The minutes say that, for 2026'27, there is no space available at WIS, IMMS and MHS (including the MHS 18'1 program) for services such as speech and language, occupational therapy, physical therapy, vision services, orientation and mobility, audiology, deaf/hard of hearing services, psychological services, counseling, or specially designed physical education. The minutes also note no space available at 4K or MPS for a number of those services.
Exhibit B includes specific program-level numbers used in the board's capacity assessment (for example: EC program showed projected enrollment of 8 with program capacity 7, listed as -1 available; MHS Ninth grade special-education projection shows 24 with program capacity 20, listed as -4 available). The board recorded these limits as part of its deliberations on overall district capacity for open enrollment.
Board members did not record additional action to create new special-education capacity during this meeting; the material will be part of administration'level planning for services in 2026'27.
