Council authorizes staff to finalize scope for Ameresco efficiency project that includes sports-field lighting

Council members on Aug. 4 gave staff direction to finalize the scope and costs for a multi-option energy-efficiency project presented by Ameresco. Staff presented three implementation packages: a full 'base' package (about $5.6 million), a reduced package ($2.4 million) and a minimal option without sports-field lighting (about $1.04 million).
Davao Hellems of Ameresco walked council through the scope, noting the full package replaces interior and exterior lighting with LEDs, upgrades HVAC units and building envelopes across several city buildings, and includes sports-field lighting with a 25-year parts-and-labor warranty. Hellems said, “The base proposal is about 5,600,000,” and staff estimated the full package would save roughly $37,000 a year in energy and operational costs.
Council discussed financing terms and useful-life assumptions for different equipment classes; staff said the Musco sports-field lighting warranty allowed consideration of 20–25 year financing to reduce annual tax-rate impact. Finance staff estimated adding the full lighting package would increase the proposed tax rate by about 1.3–1.5¢ depending on a 20- or 25-year financing term. After questions about pole quality, light pollution mitigation and HVAC lifespans, council voted to authorize the city manager to finalize the project scope and costs and return to council before any final implementation vote.
