Her submissions emphasize public health, safety and environmental protections: revised Purpose and Intent language prioritizing health/welfare over economic development; Material Safety Data Sheets for panels and equipment; prohibition of cadmium telluride panels; a notarized developer attestation that panels do not leach PFAS and developer liability for PFAS contamination; pre-construction well testing and recurring post-event testing with reports to DEQ; emergency lighting requirements; noise studies at property boundaries; exclusion of threatened and endangered species habitat from projects; triggers for updated decommissioning on ownership transfer; and a minimum 100,000-gallon battery-containment runoff tank in submission requirements.
