The Clare County board moved to adopt revised bylaws, procurement policies and procedures for the Garrett Blair County Brownfield Redevelopment Authority. During discussion board members raised questions about whether the brownfield policy included explicit liability-insurance requirements for contractors.
County staff responded that vendor insurance requirements are enforced by county purchasing policy and that in practice the county cannot pay a vendor without required insurance. "We can't even pay anybody without their insurance," a county staffer said, explaining that county vendor eligibility and payment practices ensure liability coverage despite brownfield policy language that might not repeat that requirement.
The board carried the motion; staff said they will check policy language and verify vendor insurance requirements during contract processing.
