On March 16, 2026 the Wheaton City Council adopted three related ordinances to streamline alcohol regulation and address administrative issues for licensees. Ordinance O‑2026‑13 assigns responsibility for collecting and documenting BASSET training to liquor licensees after staff reported administrative challenges. Ordinance O‑2026‑14 clarifies where special event liquor licenses may be used. Ordinance O‑2026‑15 permits certain liquor license classifications outside restaurants or hotels to employ servers aged 18–20.
"The ordinance relates to challenges faced administratively by staff for the collection and documentation of BASSET training for servers. He confirmed the code change places the responsibility of collection and documentation of the training to the licensees," City Manager Michael Dzugan stated during the discussion. Each ordinance passed on unanimous roll call votes.
