City outlines proposed 2027 utility fees and $23M CIP for infrastructure

City Administrator Laura Smith presented a draft of the 2026 revised and 2027 recommended budget elements and the resolution to certify proposed utility rates.
On utility fees, Smith said the proposed 2027 solid waste special assessment totals "$211.08 annually, which represents about an $18 increase over last year's total special assessment or approximately a dollar 50 a month." She described the stormwater fee as "$28 per equivalent residential unit or ERU," and said that charge represents no increase for the rate being charged to other property types; the city certifies per ERU for county assessment purposes.
Smith also summarized four decision packages included in the draft: one adjusts solid waste fees (the fee item above); one funds a classification and compensation study (estimated study cost about $25,000); another would depend on proceeds from surplus property sales to fund one‑time purchases; and another contemplates a 5‑year lease‑purchase program for vehicles and equipment. On capital planning, Smith said, "I think the number is 23,000,000, almost $24,000,000 on stormwater streets and parks infrastructure," as the 2027 project total in the 5‑year CIP.
Committee members asked about placeholders, property valuation, and whether EV charging station construction costs should remain in the CIP. Smith said some design money has been spent and declining to proceed now could forfeit grant funds.
